RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2007-03791 INDEX CODE: 100.02 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: Her social security number (SSN) be corrected on her military records. ________________________________________________________________ _ APPLICANT CONTENDS THAT: When she joined the military at age 19, her mother gave her a social security card. She was born in San Francisco, California, but had lived in Oklahoma at one time as a child. In 1992, she lost her social security card and requested a copy from the Social Security Administration (SSA). However, the SSA informed her they never had a card with the SSN she had been using and provided her with the correct SSN. She did not think about correcting her records or know she had to, until she attempted to use her Veterans Administration (VA) Home Loan benefit. Her husband is a veteran as well. She is listed as his dependent and it was her understanding that this information was updated in the military system. In support of her request, the applicant provided a copy of her driver’s license and social security card. The applicant's complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant entered the Regular Air Force on 23 Apr 85 and was honorably discharged on 30 Dec 88. She is credited with 3 years, 8 months, and 8 days of active service. Other relevant facts are outlined in the AFPC/DPSS evaluation which is at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSS recommends denial. DPSS states the SSN recorded in the applicant’s service record is the one she enlisted, served, and was discharged with. She has no continued affiliation with the Air Force as a retiree or Reservist. Air Force Instruction 36-2608, Military Personnel Records System, Table A7, allows the Air Force to make changes on prior service personnel if the data in question was recorded in error. This is not the case as the SSN recorded was the same SSN presented for enlistment. The complete AFPC/DPSS evaluation is at Exhibit C. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: She states that if the Board does not correct her records, an acknowledgement of both SSN’s in an addendum or attachment to her DD Form 214, Certificate of Release or Discharge from Active Duty, should be made just like the SSA did, and state that the SSA has validated the correct SSN. The applicant's complete response, with attachments, is at Exhibit E. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. Additionally, the letter the applicant received from the Social Security Administration provides a source of verification of her two social security numbers and can be used if questions are raised concerning her DD Form 214. Therefore, in the absence of evidence to the contrary, we find no compelling basis to recommend granting the relief sought in this application. ________________________________________________________________ _ THE BOARD DETERMINES THAT: The applicant be notified that the evidence presented did not demonstrate the existence of material error or injustice; that the application was denied without a personal appearance; and that the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application. ________________________________________________________________ _ The following members of the Board considered Docket Number BC- 2007-03791 in Executive Session on 8 October 2008, under the provisions of AFI 36-2603: XXXXXXXXXXXXX, Panel Chair XXXXXXXXXXXXX, Member XXXXXXXXXXXXXX, Member The following documentary evidence was considered: Exhibit A.
